In the supporting documents section of this page there are two documents:

(1) Powerpoint presentation (originally presented at Sector Northern New England's Small Passenger Vessel Industry Day - March 2016) regarding NVIC 01-15. Highlights important take-aways of the new NVIC and what it means for the maritime industry.  Advises industry on expanded guidance and regulatory requirements to notify the Sector Command Center for marine casualties, hazardous conditions, and inspections related issues.

(2) NVIC 01-15 produced by CG-INV to outline standard interpretations of marine casualties consistent with the regulations prescribed in 46 CFR 4.05-1.

(3) In accordance with the regulations, commercial operators are reminded of their responsibility to provide immediate notice of marine casualty for any of the criteria outlined in 46 CFR 4.05-1 to the nearest Sector Command Center. 

(4) In addition to the reporting criteria for marine casualties, commercial operators are reminded of their responsibility to provide immediate notice of a hazardous condition to the nearest Sector Command Center.  A hazardous condition, as defined by 33 CFR 160.202, means any condition that may adversely affect the safety of any vessel, bridge, structure, or shore area or the environmental quality of any port, harbor, or navigable waterway of the United States.  It may, but need not, involve collision, allision, fire, explosion, grounding, leaking, damage, injury or illness of a person aboard, or manning shortage. 

(5) Immediate notice must be conducted as soon as possible, either by hailing the Sector Command Center via VHF Channel 16, or by calling the associated 24/7 number for the respective Command Center.  The telephone number for Sector Northern New England's Command Center is (207) 767-0303.

(6) Failure to provide immediate notice of either a marine casualty or hazardous condition may result in civil or administrative enforcement action.  For licensed mariners, it may result in suspension & revocation proceedings.  We encourage you to provide immediate notice, even if in doubt of what constitutes a marine casualty or hazardous condition. There is no penalty for being cautious.
