Hurricane Francine
SET PORT CONDITION RECOVERY
(MSU LAKE CHARLES ONLY)
Tropical storm force winds (34 kts/39mph) from Hurricane Francine are no longer impacting the Southwest
Louisiana coast. With the publishing of this MSIB 35-24 on September 12th, 2024, the U.S. Coast Guard
Captain of the Port, Port Arthur (COTP) sets Port Condition RECOVERY for the ports in the MSU Lake
Charles area, this includes: Cameron, LA and Lake Charles, LA including all tributaries and connecting
waterways.
This port condition remains in effect until the regulated areas are safe and reopened to normal operations.
The following conditions will be considered:
o No vessel movement or port operations will be authorized without the express permission of
the COTP. This includes all commercial traffic and recreational vessels 65-feet in length or
greater.
o Based on assessments of channel conditions, navigability concerns, and hazards to navigation,
the COTP may permit vessel movements with restrictions.
o Restrictions may include, but are not limited to, preventing vessel movements, imposing draft,
speed, size, horsepower, or daylight restrictions, or directing the use of specific routes. Vessels
permitted to transit the regulated area shall comply with the lawful orders or directions given
by the COTP or designated representative.
o PCT call(s) will be convened as deemed necessary.
o Facility representatives are reminded to be preparing and submitting “Marine Transportation
System Recovery Facility Status” Form CG-11410A to msupa-mtsru@uscg.mil for Port Arthur
or msulcwwm@uscg.mil for Lake Charles for review.
